This refers to the routine inspection conducted by Mr. K. Manoly of this office
on February 24-28, 1986 of activities at the Salem Nuclear Generating Station
Unit 1 and 2 authorized by NRC License Nos. DPR-70 and DPR-75 and to the dis-
cussions of our findings held by K. Manoly with R. Patwell- of your staff at the.
conclusion of the inspection, and to a subsequent telephone discussion between
Mr. J. Wiggins and Mr. J. Zupko on March 4,1986.
Areas examined during this inspection are described in the NRC Region I
Inspection Report which is enclosed with this letter. Within these areas, the
inspection consisted of selective exambations of procedures and representative
records, interviews with personnel,

Our inspector also verified the steps you have taken to correct the violation

brought to your attention in the enclosure to our letter dated April 9, 1984.
We have no further questions regarding your action at this time.
Based on the results of this inspection, it appears that one of your activities
was not conducted in full compliance with NRC requirements, as set forth in the
Notice of Violation, enclosed herewith as Appendix A.
This violation has been
categorized by severity level in accordance with the revised NRC Enforcement
Policy (10 CFR 2, Appendix C) published in the Federal Register Notice (49 FR

8583) dated March 8, 1984. You are required to respond to this letter.
In
preparing your response, you should follow the instructions in Appendix A, and

also indicate your assessment of the design control measures which led to the
'
use of design procedures that were not adequately verified prior to performing
evaluations of safety related pipe support systems.

The responses directed by this letter and the accompanying Notice are not

subject to the clearance procedures of the Office of Management and Budget
