Our April 16,1997, letter to Northeast Nuclear Energy Company (NNECO) requ: red, pursuant to 10 CFR 50.54(f), that certain information relevant to the startup of each of the Millstone units be provided on a specified schedule. Your November 25,1997, letter stated that NNECO would provide the next updated information on December 19,1997, and proposed a schedule h

different than that specified in our April 16 letter for update submittals. By letter dated December 18,1997, you informed us that NNECO would provide the next update by approximately January 23,1998, rather than December 19,1997.

The material required to be submitted ploys an important role in providing docketed information supporting the restart for each of the Millstone units. Further, timely and periodic submittal of the information requested allows for tracking of plant restart readiness and planning of NRC assessment activities. Civen your current schedule for Millstone Unit 3 restart, the delay in your submittal to January 23, presents a seriou9 challenge to the timely completion of NRC's.

NNECO's proposed schedule for future updates, as proposed in your November 25,1997, letter, ties these future updates to plant readiness milestones for each of the units. We have consic;ered your r quest and determined that your proposal for providing updates is acceptable p

For Units 2 and 3, an update should be submitted on the milestones designated in your Nover<.ber 25,1997, letter, or approximately every 2 months after the latest submittal, whichever occurs earlier. For Unit 1, following submittal of the update associated with tha comp ++ ion of de,covery, updates should be submitted on the milestones specified in your November 25,1997, letter, or every 2 months fol'owing the last submittal, whichever occurs earlier.
