NRC POINT BEACH SECURITY INSPECTION REPORTS 50-266/98002(DRS);

50-301/98002(DRS) AND NOTICE OF VIOLAT!ON

Dear Mr. Patulski:

On January 20,1998, the NRC ce;npleted an inspection at your Point Beach Nuclear Plant.

The enclosed report present the results of that inspection.

Areas examined within your security program are identified in the report. Within those areas,

the inspection consisted of a selective examination of procedures and representative records,

observation of performance, and interviews with staff. The objective of the inspection effort was

to determine whether activities authorized by the license were conducted safely and in

accordance with NRC requirements.

Based on the results of this inspectio;1, it appears that some of your activities were not

conducted in accordance witn requirements and that corrective actions for two previously

identified violations were not totally effective in preventing recurrence. Three violations were

identified. Two of these violations were similar to previous violations and involved a failure to

properly implement a compensatory measure and a failure to conduct a thorough vehicle

}

search. We acknowledged that you have taken several correctivs - ctiona in the previous cases

and that your actions resulted in improved performance in vehicle search and alarm station

activities. However, problems continued to occur and we are concerned that these continued

failures might potentially become more significant. Your response to these current violations

should address the reasons for the continuing problems and how your planned additional

corrective actions will be effective in preventing further recurrence.

A third violation was identified regarding the degradation of your respons capabilities due to

the assignments of armed response persennel to other duties. We acknowledged your

immediate corrective action. This finding demonstrated that security management was not

aware of a security plan commitment that addressed this issue.

The overall effectiveness of your security program was acceptable. Except for the findings

noted above, operat!onal 9ersonnel generally demonstrated proper implementation of security

plan commitments and suurity managemer;t personnel activities were properly focused toward

physical protection requirements.

Areas examined during this inspection concem a subject matter which is exempt from

disclosure according to Part 73, Title 10, Code of Federal Regulations, Sectioti 73.21(c)(2).

This information must be handled and protected in accordance wkh the provisions of

10 CFR 73.71. Consequently, our report of this inspection will not be placed in the NRC Public

Document Room.
