SUBJECT: NRC INSPECTION REPORT 50-382/97 21 AND NOTICE OF VIOLATION
Dear Mr. Dugger.
An NRC inspection was conducted September 22 26 and October 6-10,1997, at your
Waterford Steam Electric Station, Unit 3, reactor facility. Additionalinspection was conducted
October 14 20 in the NRC Region IV office. An exit meeting was conducted by telephone on
October 20,1997. The overall conclusions of this inspection were discussed with Mr. Wrape of
your staff on December 2,1997. The enclosed report presents the scope and results of that
inspection.
The report discusses a violation involving the failure to follow procedures. The violation is of
concern because the NRC considers procedural compliance to be an essential element for
ensuring safety. This violation is cited in the enclosed Notice of Violation (Nntice) and the
circumstances surrounding the violation are described in detail in the enclosed report. Please
note that you are required to respond to this letter and should follow the instructions specified in
the enclosed Notice when preparing your response. The NRC will use your response, in part, to
determine whether further enforcement action is necessary to ensure compliance with regulatory
requirements.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter, its
enclosure, and your response will be placed in the NRC Public Document Room (PDR). To the
extent possible, your response should not include any personal privacy, proprietary, or
safeguards information so that it can be placed in the PDR without redaction.

with you.
