Dear Sirs:

l Please find attached revisions to the Security Plan (Revision 5) for the University Of Missouri -

Rolla Reactor Facility. The revisions do not decrease the safeguards effectiveness of the plan l and as such are being submitted under the provisions of 10 CFR 50.54p. l In the summer of 1996, the entire inventory of HEU fuel was shipped offsite. At that time , our 1 Special Nuclear Material (SNM) possession status changed from " moderate strategic significance" to " low strategic significance". Because our possession limits are now well under 10 kilograms of SNM oflow strategic significance, it is our understanding that we are no longer required to have a security plan under the provisions of 10CFR73.67(c). As such, we plan on submitting a revision to our license that would eliminate the requirement for a security plan.

We understand that we will still be bound by the applicable portions of 10CFR73 and would maintain policies and procedures to assure all applicable requirements are met. We have identified several sections of 10CFR73 which we believe are not applicable to our facility. In particular,10CFR73.6 exempts us from parts 73.20,73.25,73.26,73.27,73.45,73.46,73.70, and 73.72. Part 73.50 is not applicable because we possess less than formula quantities of SNM.

Parts 73.55,73.56 and 73.57 are applicable to only to power reactors and not to our facility. Part 73.60 is not applicable because we possess less than 5 kilograms of U-235 enriched to 20 % or more. Parts 73.67(d) and 73.67(e) are not applicable because we only possess SNM oflow strategic significance. Finally, part 73.73 and 73.74 are not applicable because our facility is not authorized to export orimport SNM.

In the meantime, we submit the attached changes to our existing Physical Security Program under the provisions of 10CFR50.54p. Revised " change-pages" are provided in Attachment 1. A l
