Generic Letter 83-28; Additional Information

Dear Sir:

In Reference (d), we provided a summary status of our responses to

~

Generic Letter 83-28.

Our letter identified how Seabrook Station met the requirements of the generic letter. As a result of the Staff's review of that letter, the staff requested additional information regarding our response to Items 4.2.3 & 4.2.4. Per your Staff's request, the following information is provided:

SBN-576, Reference (c), stated that New Hampshire Yankee (NHY) is a o

member of the Westinghouse Owners Group (WOG) and, as such, NHY has adopted the position of WOG.

This position, as stated in Reference (c), was that Westinghouse had been contracted to perform cyclic life and Class IE qualification of shunt trip and cyclic testing of under voltage trip for DS breakers.

It was also stated that, based on the j

results of the Westinghouse testing, periodic replacement of a breaker or its components will be scheduled appropriately.

United States Nuclear Regulatory Commission July 8, 1986 Attention:

Mr. V. S. Noonan Page 2 o SBN-1146, Reference (d), stated that periodic replacement of breakers or components would be scheduled. NHY has incorporated the WOG guidelines into their procedures for Reactor Trip Breakers and has scheduled maintenance of the breakers and components commensurate with the WOG guidelines.

o NHY Station Operating Procedure No. OS1410.03 " Reactor Trip Breaker Operating Cycle Weekly Surveillance" requires monitoring of the number of cycles for the reactor trip breaker on a weekly basis. When the cycles reach specified limits, maintenance will be performed.

A revision to the Westinghouse Maintenance Manual for the DS-146 Reactor Trip Circuit Breaker is being developed by Westinghouse.

Improved surveillance and maintenance for the Reactor Trip Breakers is an ongoing and continuing process and all current information available about breakers has been incorporated. Additional information will be added to NHY procedures as it becomes available from Westinghouse.

Very truly yours, Qc George S. Thomas.
