OV 1.0 SCOPE 1.1 PURPOSE The purpose of this procedure is to provide ir:scructions for the Nuclear Plant Fire Brigade in the event of a fire emer-gency.

1.2 DISCUSSION Under emergency conditions, the Nuclear Plant Fire Brigade will implement actions to effectively handle the fire emergency such that the health and safety of plant personnel and the general public are not minimized.

The Nuclear Plant Fire Brigade will respond to all fire emergencies inside the plant security fence and to fire emergencies at certain locations outside the plant security fence as indicated in Section 8.0 of this document.

Ad 1.3 AUTHORITY The Nuclear Plant Fire Brigade Chief has the authority to regu-late access into the fire area, consistent with the orders from the Emergency Coordinator and duties of other Emergency Team support.

1.4 DEFINITIONS The terms that must be familiar to the user in order to fully implement this procedure are as follows:

1.4.1 Class "A" Fires Class "A"

fires are fires in ordinary combustible materials such as wood, cloth or paper.

r 1.4.2 Class "B" Fires Class "B"

fires are fires in flammable liquids, gases, and greases.

1.4.3 Class "C" Fires Class "C"

fires are fires which involve energized electrical equipment where the electrical non-conductivity of the extin-guishing media is of importance.

(Fires in de-energized electrical equipment will be a Class A, Class B or possibly Class D fire and may be extinguished as such).

1.4.4 Class "D" Fires Class "D" fires are fires in combustible metals such as magne-sium, titanium, zirconium, sodium, and potassium.

p 2.0 PRECAUTIONS U

2.1 The Fire Brigade members who are on duty and selected for shif t 11 fire team will not have duties that would conflict with the members ability to respond to a fire emergency.

2.2 Water on fires in the vicini ty of energized high vol tage electrical equipment constitutes a life hazard to personnel due to the electrical conductivity of water. Water hoses should be operated with a spray mist nozzle from a distance of more than 10 ft. from any energized electrical equipment.

2.3 The Nuclear Plant Fire Brigade Chief, or the Fire Team Leader, has the authority to make the final determination to use water

V in combatting fires involving energized high voltage electrical equipment.

2.4 Portable, multi-purpose, dry chemical fire extinguishers may be used on the following classes of fires:

a.

Class "A" b.

Class "B" c.

Class "C" 2.5 Portable carbon dioxide fire extinguishers may be used on the following classes of fires:

a.

Class "B" b.

Class "C" 3.0 RESPONSIBILITIES

3.1 The Nuclear Plant Fire Brigade Chief is appointed by the Director, Nuclear plant Operations.

He is responsible for the following:

a.

Reviewing the size and structure of the Fire Brigade and making recommendations on improvements.

b.

Periodic review of the brigade roster to ensure that it is adequately staffed.

c.

Providing and maintaining equipment and supplies for the

brigade, d.

Periodically evaluating equipment and systems provided in the plant as to capability for extinguishing potential fires in all areas.

Reviewing the training of the Fire Brigade.

Directing fire-fighting operations.

3.2 The Assistant Nuclear plant Fire Brigade Chief is appointed by the Director, Nuclear plant Operations.

He is responsible for the following:

a.

Assisting the chief in carrying out his duties.

b.

Directing fire-fighting operations in the absence of the chief.

3.3 Each operating shift shall have a Fire Team Leader who is not the Nuclear Shift Supervisor, but who is normally the Assistant Shift Supervisor.

In his absence, any Operations personnel who possesses an Operator's license, or equivalent knowledge of plant safety-related systems as deter:nined by the !!uclear Shif t Supervisor, and who qualifies as a Fire Brigade member, shall be designated as a Fire Team Leader.

The Fire Team Leader shall have the following responsibilities:

a.

Using EM-206, Emergency plan Roster Notification, select four additional on-duty Fire Brigade members to comprise the Fire Brigade. Team.

(Each shift should have a minimum of five persons on duty assigned to the Fire Brigade.)

Notify each member of their selection at the beginning of each shift.

Assign one of the ' members to be responsible for responding to any fire emergency with the fire cart located nearest to the fire.

Direct fire-fighting operations in the absence of the Fire 11 O

Chief and the Assistant Fire Chief.

l 3.4 The names of all assigned Fire Brigade team members shall be recorded on the Control Center log.

No Fire Brigade team member may leave the plant site before the shift is over without first notifying the Nuclear Shift Supervisor.

3.5 The members on duty who are assigned to the Fire Brigade shall

not have duties in the plant structure that would conflict with their responsibilities to respond to fire emergencies.

3.6 Fire Brigade composition may be less than the minimun requirements (5) for a period of time not to exceed two (2) hours in order to accommodate unexpected absences of Fire Brigade members, provided immediate action is taken to restore the Fire Brigade to within the minimum requirements.

U 3.7 The Fire Brigade members shall have received the minimum training required by Fire Brigade training procedures.

3.8 The responsibilities of each Fire Brigade member are as follows:

a.

Attend scheduled Fire Brigade training sessions.

i b.

Participate in training drills, c.

Be familiar with fire-fighting equipment.

d.

Perform the functions as assigned during emergencies.

4.0 REFERENCES

5.0 EQUIPMENT 5.1 Appropriate turn-out gear, self-contained breathing apparatas, portable extinguishers, lengths of fire hose, etc. necessary to combat the fire emergency.

6.0 RECORDS AND NOTIFICATION 6.1 A Nonconforming Operations Report (NCOR) of the fire shall be completed and forwarded to the Plant Review Committee (PRC) for review and corrective action if required.

7.0 INSTRUCTIONS Upon sounding of a fire alarm and/or verbal notification of the fire location:

7.1 The Fire Team Leader shall respond directly to the fire taking l

a light and radio with him.

"Two pcetable radios are located 11 in the Control Room for use during fire emergencies".

He will use his discretion whether to dress out in turn-out gear before responding or use the turn-out gear on the fire cart, based on i

the information he has on the incident.

respond with the fire cart to the fire.

The fire cart will be positioned at a safe location in the vicinity of the fire where i

it will not interfere with fire-fighting activities.

NOTE: Two complete sets of turn-out gear are located on the fire cart for use by the Fire Team Leader and the fire cart driver.

7.3 The remaining members of the Fire Brigade will dress out as quickly as possible with full turn-out gear, including self contained breathing apparatus, and report to the Fire Team Leader at the scene ready to start rescue and fire-fighting t

operations.

7.4 The Fire Team Leader will inform the Emergency Coordinator of progress in mitigating the fire emergency.

7.5 In the event of a fire in a radiation area, the protection of j

life and property from fire may be more consequential to

! 11 personnel than the radiological hazard itsel f.

Only when it has been determined or suspected that the fire is in an unusually high radiation area or very high airborne radiation particulate atmosphere should the radiological effort be permitted to interfere with extinguishing the fire.

7.6 Plant Line 1 will be utilized for emergency messages and will be monitored by an Operator in the Control Center.

N 8.0 RESPONSE TO FIRES OUTSIDE CR-3 SECURITY FENCE 8.1 The Nuclear Plant Fire Brigade will respond to fire emergencies at the CR-3 Intake Structure, the CR-3 Hydrogen Storage Area, l11 the Materials Warehouse, Mez-Tex Warehouse, Combustibles Storage Building, the Environmental Warehouse and Shops, and l

8.2 Upon detection / notification of a fire at any of the locations listed in Section 8.1, Nuclear Plant Fire Brigade response will be initiated in accordance with Action #5.0 of AP-880.

11 8.3 Upon notification of a fire outside the CR-3 security fence, all Fire Brigade members, including the Fire Team Leader, will dress out with full tu rn-out gear, including self contained breathing apparatus, and respond to the fire.

The Nuclear Plant Security Force will permit the Fire Brigade to respond to the fire through the vehicle gate, collecting each Fire Brigade members' identification badge as he exits.

Every effort should be made to exit through the vehicle gate as a group.

8.4 The fire cart will not be automatically taken to fires outside the CR-3 security fence.

Portable fire-fighting equipment is available for the areas listed in Section 8.1.

However, the l

Fire Team Leader may request the-fire cart or any additional fire-fighting equipment needed from the Nuclear Plant.

8.5 The Fire Team Leader will provide a progress report to the Emergency Coordinator, indicating if the Fire Brigade will have to be committed to fire suppression activities, and advising if additional backup assistance will be required.

11 8.6 If the Nuclear Plant Fire Brigade is committed to fire suppression activities outside the CR-3 security fence, the Emergency Coordinator will reform another fi ve member Fire 11 Brigade, including a Fire Team Leader for the Nuclear Plant utilizing available on-site personnel or by call out of off-duty personnel in accordance with EM-206, Emergency Plan Roster and Notification.

11 8.7 In the event that simultaneous fire emergencies occur inside and outside of the CR-3 security fence, the Nuclear Plant Fire Brigade will respond to the fire inside the security fence.
