NRC PHYSIC,AL SECURITY INSPECTION REPORTS 50-315/97019(DRS);

GO-316/97019(DRS)

Dear Mr. Fitzpatrick:

On October 3,1997, the NRC coinpleted a physical security inspection at your D. C. Cook

facility. The enclosed report presents the results of that inspection.

Areas examined within your secunty program are identified in the report. Within those areas,

the inspection consisted of a select!ve examination of procedures and representative records,

observation of performance, and interviews with the staff. The objective of the inspecti'an effort

was to determine whether activities authorized by the license were conducted safely and in

accordance with NRC requirements.

Based on the results of the inspection, it appears that some of your activities were not

conducted in accordance with requirements. Your staff identified that on numerous occasions

in 1996 and 1997 you did not meet the minimum response force capabilities required by the

approved D. C. Cook security plan for the reasons indicated. Additionally, we identified that

your armed response deployment strategy was not successfully demonstrated during drills

conducted in February and June 1997 because armed responders were assigned other duties

which prevented them from adequately respo.) ding. Both of these violations re!ated to contract

security personnel reductions made during the past two years and the failure of management to

analyze the impact of these reductions on security plan commitments.

Additionally another finding, not involving a violation, was identified and is prov Juu for your

information and review. This issue involved the perception of the secunty shift captains that

\\

security management was not receptive to their concems based on statements. Our review

showed that your security management staff appropriately addressed this issue with each

security shift during the week of our inspection,
