Peny Nuclear Power Plant License No. NPF-58

During an NRC inspection conducted on August 9 through October 4,1997, one violation of
NRC requirements was identified. In accordance with the " General Statemord of Policy and '

Pmedure for NRC Enforcement A :tions," NUREG 1600, the violation is desenbod below:

Technical Specification (TS) 5.4.1.a specifies, in part, that written procedures be established, implemented, and maintained coverty the applicable procedures recommended in Appendix A of Regulatory Guide 1.33, Reision 2 Appendix A of NRC Regulatory Guide 1.33, Revision 2, specifies certain systems and activities i that should be controlled by written procedures included in this list is the recirculation systam.

Peny Surveilsence instruction (SVI) B3?-T0257, "End-of-Cycle Recirculation Pump Trip Breaker Arc Suppression Response Time," Revision 2 (March 1992), requires marking of strip chart recorder paper with time increments, and the recoading of previous SVI data for comparison.

Coe,trary to the above, on Sentembcr 11,1997, an HRC inspector observed that the strip chart time increments were improperty marked, and that the wrong previous data was recorded.

This is a Severity t.evel IV violation (Supplement 1).

Pursuant to the provisions of 10 CFR 2.201, Centerior Energy is hereby required to submit a wntten statement or explanation to the U.S. Nuclear Regulatory Commission, ATTN:

Document Control Desk, Washington D.C. 20555 with a copy to the Regional Administrator, Region lil, and a copy to the NRC Resident inspector at the facility that is the subject of this Notice, within 30 days of the date of the letter transmitting this No. ice. This reply should be clearty marked as a " Reply to a Notice of Violation" and should in:lude for each violation: (1) the reason for the violation, or, if contested, the basis for disputing the violction, (2) the corrective steps that have been taken and the results achieved, (3) the corrsctive steps that will be taken to avoid further violations, and (4) the date when fuls compliance wir be achieved. If an adequate reply is not received within the time specified in this Notice, an order or a Demand for infonnation may be issued as to why the license should not be modified, suspeixied or revoked, or why such other action as may be proper should not be taken. Where good cause is shown, consideration will be given to extending the response time.

Because your response will be placed in the NRC Public Document Room (POR), to th extent possible, it should not include any personal privacy, proprietary, or safeguards informhoon so that it can be placed in the PDR without redaction. Howe'ver, if you f nd it necessary to include such

'information, vou should clearly indicate the specific information that you desire not to be placed in the PDR, knd provide the legal basis to support your request for withholding the information from

the public.
