On October 3,1997, the NRC completed an inspection at the Pony site. The enclosed report
'
presents the results of that inspection.
Cont:nued effective and conservative operation of the plant was observed during normal
,
operation and several mode chanps, including the commencernent of your refueling outage.
However, one violation of NRC requiremer.ts was identined during this inspection. The violation
was characterized by the failure to apply the requisite administrative controls for property -
,
implementing procedures and work instructions involving the use of inoonect data during a
(
U
surveillance to test the End of Cycle - Recirculation Pump Trip. While this violation neither
~

resulted in a direct degradation of plant safety, nor was indicative of a programmatic breakdown,
i
the violation is of concem because of the importance associated with implementing procedures
and instructions that can directly affect quality ciuring work activities.
Tlie violation is cited in the enclosed Notice of Violation (Notice) and the circumstances
surrounding the violation are described in detail in the enclosed report. Please note that you are
i
required to respond to this letter and should follow the instructions specifed in the enclosed
Notice when preparing ywr response. The NRC will use your response, in part, to determine
whether further enforcement action is necessary to ensure compliance with regulatory
- requirements.
