PLANT PERFORMANCE REVIEW (PPR) - BRUNSWICK
Dear Mr. Hinnant:
10n October 17. 1997, the NRC staff completed the semiannual P'iant Performance Review (PPR) of Brunswick Nuclear Plant. The staff conducts these reviews for all operating nuclear oower plants to develop an integrated understanding-of r,afety performance.
The results are used by NRC management to facilitate planning and allocation of inspection resources.
The PPR for Brunswick involved the participation of all technic'.I divisions in evaluating inspection results and safety performance information for the period March 1997 to October 1997.
PPRs provide NRC management with a current summary of licensee
)erformance and serve as inputs to the NRC Systematic Assessment of Licensee 3erformance (SALf) and Senior Management Meeting (SMM) reviews.
This letter advises you of our planned inspection effort resulting from the Brunswick PPR review and the general time frame of planned inspections plus the exact dates of tm m inspections.
It is provided to minimize the resource impact on your staff and to allow for scheduling conflicts and personnel availability to be resolved in advance of inspector arrival onsite.
The enclosure details our inspection,lan for the next-six (6) months.
Individual inspections are identified by the month (s) in which we intend to conduct the inspection.
Exact dates are not provided for non-team ins)ections because experience has proven that we must often change dates as t1e result of higher priority requirements and conflicts at your site or other sites.
You will be contacted 3-6 weeks prior to individual inspections to confirm dates. The rationale or basis for each inspection outside the core inspection program is provided so that -yoi: 're aware of the reasons for emahasis in these program areas.. Resident it.,

The NRC's general policy for reactor inspections is that each ins)ection shall be announced. except when announcing the inspection could reasona)1y compromise the objectives of the inspectors.

As part of the regional initiative inspection program, we plan to conduct
-followup inspections of fire barrier penetration seal issues during the next 6 mo,ths.
The issues are discussed in Information Notice (IN) 88-04.
