Dear Sirs:

This letter request approval to proceed with a change in organizational structure at the UMR Reactor  :

- Facility. In particular, we would like to combine the Reactor Director and Reactor Manger positions  ;

into a single position entitled Reactor Director and eliminate the Reactor Manager position.

. Over the past many years, the reactor has been staffed with a 1 FTE (full time equivalent) Reactor l Manager and a 0.25 FTE Reactor Director.' Over the past 2 % years, the Reactor Manager has been serving the dual role of Reactor Manager and Acting Reactor Director. (This was communicated to j NRC via letter dated August 14,1996). It is now our desire to officially consolidate the positions. '

ANSI /ANS-15.1, "The Development of Technical Specifications for Research Reactors" addresses  !

administrative staffing for research reactors. Section 6.1 discusses the organizational structure and  !

- states that separate positions for Director and Manager (referred to as Supervisor) is " conditional and )

is intended for facilities with routine multi-shift operations". Typically, the UMR Reactor is only )

active during normal working hours and does not engage in routine multi-shift operations. The

- guidance is clear in that it neither requires nor recommends separate Director and Manager positions for facilities such as ours. , I The requested change is being pursued at the direction of the Dean of the School of Mines and

- Metallurgy in agreement with Chancellor John Park as shown in the memo provided in Attachment f

'Ihe proposed change involves the revision of page 37 and page 38 of the facilities Technical Siscifica'tions. The proposed change pages are provided in Attachment 2. In particular, the reference to the Reactor Manager position is eliminated from the text and the organizational chart and miminum qualifications for the Director have been stipulated. The requested change has been approved by the campus Radiation Safety Committee.

Thank you for your attention to this matter. Please inform us as soon as possible with your decision on this request.

Engineering, it is my intent to consolidate the positions of Reactor Director and Reactor Manager i into one, namely, the Reactor Director. It is also my intent to ask you to serve as Reactor  ;

Before we take official steps to make this consolidation happen, it seems to me that we  ;

ought to consult with the Nuclear Regulatory Commission to see if they have any reactions,  ;

positive or negative, or concerns with this move. Would you please establish contact with them l on this move and let me know their reaction. l Inasmuch as we have spoken informally about this, I know that you are aware that this I

move is made possible by your recent award of the Ph. D. degree. Congratulations again on your research and other accomplishments that led to the degree. I hope very shortly to be able to ,

announce to the university community the establishment of your enhanced responsibilities.
