Subject: Inspection No. 50-213/86-05
This refers to your letter dated May 19, 1986, in response to our letter
dated February 24, 1986.
Thank you for clarifying that the Nuclear Review Board review of a complete
modification package is not necessarily performed prior to declaring a system
or component operational. Our inspector noted that for one modification the
Nuclear Review Board reviewed the complete modification package prior to de-
claring the system operational. He perceived this as a positive attribute.
The statement in the inspection report was made to this intent.

Gentlemen:
Haddam Neck Plant
Inspection Report No. 50-213/86-05
During the period February 24-28, 1986 an inspection was conducted at
Northeast Utilities' corporate offices in Berlin, Connecticut and at the Haddam
Neck Plant in Haddam, Connecticut by members of your office. Reference (1)
transmitted the report of this inspection. One of the findings stated in this
report is not entirely correct. Connecticut Yankee Atomic Power Company is
-
taking this opportunity to correct an apparent m,isunderstanding documented in
the inspection report.
Specifically, section 2.4, Findings, on page 4 of Inspection Report No. 50-213/86-
05 states:
" Complete modification packages rather than the safety evaluations are
reviewed by the committee prior to declaring the modified system or
component operational."
The Committeee referred to in the above excerpt is the Haddam Neck Plant
Nuclear Review Board (NRB).
'
The NRB does indeed review complete modification packages; however, this
function of the NRB is ng necessarily performed prior to declaring the modified
system or component operational. Performance of this function is in accordance
with Techn; cal Specification 6.5.2.
We note that the above excerpt is correct with respect to the Plant Operations
Review Committee (PORC). The PORC has the responsibility for reviewing
modification packages prior to declaring the system operational.
