REACTOR VESSEL INTERNALS EXAMINATION PLANS FOR CORE SPRAY PIPING, PEACH BOTTOM ATOMIC POWER STATION, UNIT 3 (TAC M98747)
Dear Mr. Hunger:
Your May 20, 1997, letter informed the Nuclear Regulatory Commission (NRC) staff of your plans for inspecting Peach Bottom Atomic Power Station (PBAPS),
Unit 3 core spray pipi-qd spargers during the eleventh refueling outace (3Rll). Specifically, jm indicated that you planned to modify your core spray inspection program for refueling outage ':Rll to incorporate industry experience and to more closely-follow current guidance contained in the Boiling Water Reactor Vessel and Internals Project (BWRVIP) document "BWR Core Spray Internals Inspection and Flaw Evaluation Guidelines," (BWRVIP-18), dated July 1996.
Your modifications would change your present commitments associated with NRC Bulletin 80-13, affect scope and examination technique, and include the following:
focus more attention on the welds and their heat-affected zones use an enhanced visual examination of areas where degradation is more likely to occur eliminate the detailed exaniination of the piping base metal between the welds include inspection of repair clamps located on the core spray downcomer welds at the spigot / sleeve joint connecting the downcomer to the sparger

that you have performed augmented examinations of the PBAPS Unit 3 core spray f):M.
piping in accordance with the guidelines of NRC Bulletin 80-13 since 1980.
You also indicated that you will perform visual examinations on all applicable accessible core spray annulus piping weld locations, and will identify and evaluate visible cracking in the welds and heat dfected zones.

Based on the above, the NRC staff har. concluded that there is reasonable assurance that plant o)eration in this matter poses no undue risk to the health and safety of t1e public. Therefore, based on the above, the NRC staff finds that your proposed revision in scope and examination techniques, to that recommended ir. BWRVIP-18, to perform inspections of the PB2 core spray piping, is acceptable for one operating cycle while the NRC staff completes its review

The NRC staff is presently reviewing BWRVIP-18, and, while the NRC staff has not identified any major deficiencies in the BWRVIP's technical assessment, neither has the NRC staff made a determination as to its acceptability.
Therefore, the-licensee should be advised that if concerns are found during the review of BWRVIP-18, and the licensee follows the BWRVIP-18 guidance, the NRC staff may request that the licensee also address these concerns from a plant-specific basis.
Therefore, based on the _above, the NRC staff finds that your plans to modify your core spray inspection program for refueling outage 3R11 is acceptable for one operating cycle.
