SUBJECT: NOTICE OF V!Ot.ATION AND NRC INSPECTION REPORT

NO 50-454/97024(DRP); 50-455/97024(DRP)

Dear Mr. Kingsley

On January 12,1998, the NRC completed an inspection at your Byron 1 and 2 reactor facilities.

The enclosed report presents the inspection results.

During the inspection period, your conduct of activities at the Byron facility was generally

characterized by safety-conscious operations. Main control room activities were performed well,

including annunciator alarm response, communications between operators, and supervisory

oversight. Operators also maintained an awareness of activities that could influence the safety

of each unit. The large number of activities associated with the Unit i steam generator

replacement project did not impact Unit 2 operation. Your staff maintained easy access to

structures, systems and components for operators. Common area housekeeping was also good

with equipment appropriately staged or secured. Outage related material was property controlled

with the exception of two separate failures to control transient combustibles.

Based on results of this inspection, the NRC has determined that two violations of NRC

requirements occurred. The violations are cited in the enclosed Notice of Violation (Notice) and

the cltcumstances surrounding them are described in detailin the subject inspection report. Both

violations involved the failure to control tlansient combustible materialin accordance with station

procedures and were identified by the NRC. The violations are of concem because cor: trol of

combustible materialis a significant part of fire prevention and mitigation.

You are required to respond to this letter and should follow the instructions specified in the

enclosed Notice when preparing your response. The NRC will use your response, in part, to

determine whether further enforcement action is necessary to ensure compliance with regulatory i

requirements. \
