Gentlemen:

This refers to the special safety inspection conducted by Mr. B. H. Little

of this office on June 4 through 11, 1986, of activities at Callaway Plant,

Unit 1, authorized by NRC Operating License No. NPF-30 and to the discussion

of our findings with Mr. S. E. Miltenberger and others of your staff at the

conclusion of the inspection.

The enclosed copy of our inspection report identifies areas examined during

'

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

During this inspection, certain of your activities appeared to be in violation

of NRC requirements.

We are releasing this report at this time for your information. An

Enforcement Conference will not be held per discussion between William L. Forney

of the NRC Region III staff and you; however, the NRC will evaluate the

information provided to Messrs. A. Bert Davis and Robert F. Warnick, during

their site visit June 10, 1986, to determine the appropriate enforcement action

to be taken. You will be notified by separate correspondence of our decision

regarding enforcement action based on the findings of this inspection. No

written response is required until you are notified of the proposed enforcement

action.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter, the enclosures, and your response to this letter will be placed

in the NRC Public Document Room.
