Change to Basis of Technical Specifications Section 2,5 Fort Calhoun Station (FCS) Modification MR-FC-94 018 changed the alternate water supply source to the Emergency feedwater Storage Tank from the Fire Protection System to the Raw Water System. The change was necessary because the previous alternate source of water, Fire Protection System, was not Seismic Category I qualified.
The change was evaluated per 10 CFR Part 50.59 Changes Test, and Experiments.
Omaha Public Power District (OPPD) has revised the Basis of Technical Specifications Section 21 Steam and feedwater Systems, to reflect the facility change.
This letter transmits the attached updated Basis of Section 2.5 (Technical Specifications page 2-29) to the NRC.
OPPD requests that the NRC administratively incorporate this change into the master copy of the FCS Technical Specifications and re-issue the page.
