Intelim Lutter Report-Phase 5 Areas At Ref.. Cintichem, Inc., Tuxedo, NY(Docket 70-693; RFTA Ho. 96-17) dated Oct.
2, 1997 The referenced report provided a summary of findings from the last confirmation surveys that were conducted by ORISE at the Cintichem facility. In our review of the data in this report we noted two locations where soil sample results were not in close agreement with the comparable Cintichem final-survey data. These locations were at ORISE sample points #5061 and #5084 in the Reactor building and west of the Hot Lab building, respectively.
Cintichem final-survey samples were not located in these same exact locations and therefore, to obtain an exact comparison, we resampled where the ORISE samples were taken to reconcile the apparent differences between the data. Our findings are reported as follows:
ORISE #5061-Five samples wore taken at and around the marker for the ORISE sample and thcy were analyzed for the same radionuclide mix reported by ORISE. Our data did not match that of ORISE. Although we did get a positive Co-60 result, it was fivefold less than what ORISE reported. Our data from these five samples are included in the enclosed table. Since we couldn't duplicate the ORISE results, and since all of the results pass the acceptance criteria, no further action was taken in the Reactor building.
ORISE #5084-Five samples were taken at and around the marker for the ORISE sample and they were analyzed for the same gamma-emitters listed in the ORISE report. Our results on these samples were in close agreement with the ORISE results. We then performed a biased survey of the gcneral area comprising ~50 SqM along the west side of t!.e Hct Lab building and found several locations that contained elevated Cs-137 and positive, but low, Co-60 results.
About 160 CuFt of soil were removed from these locations and these areas were resampled to assure the effectiveress of this remediation. The results of the analyses of these last samples are included in the enclosed table. A composite sample has been sent out for Sr-90 analysis but we have not

r.eceived a report on this as of this date. As soon as the report of the analysis for Sr-90 in the composite sample is received this table will be updated and forwarded.
We were disappointed to find the area behind the Hot Lab that needed additional remediation because of our extensive efforts to do the complete job' prior to our Final Survey Report.
As a nitigating circumstance however, wo noted during this second cleanup of this area that these locations were not the same as those involved in the original work and survey areas and that all of them were subsurface that apparently had been covered by alluvium from the hillside above or by sediment and gravel from the roof. It is possible that the elevated Cs-137 was due, ut least partially, to washout from the steep hillside above.
We trust that this report will be satisfactory evidence that these areas are within the acceptance criteria for residual soils on site and that the license termination process can continue without delay.
