FIRE PROTECTION - DELETION OF AN AREA REQUIRING THE USE OF ALTERNATE SHUTDOWN CAPABILITY The Safety Evaluation Report (SER) on the Palisades Plant's safe shutdown capability, issued by the NRC in its letter dated May 26, 1983, identified the Southwest Penetration Room as an area requiring alternate shutdown capability.

As stated in the SER, a fire in the Southwest Penetration Room could result in the inability to operate the Auxiliary Feedwater (AFW) System from the Control Room or from the Alternate Shutdown Panel due to fire induced faulting of the control wiring for the two AFW pump discharge valves.

Since that time, however, a third AFW pump which is electrically driven has been installed and is operable. The flowpath from the third AFW pump is unique to that pump and is separated from the discharge flowpath used by the original two AFW pumps.

The third AFW pump and its discharge flow can be controlled from the Control Room. The control and power cables for the third AFW pump are separated from the control and power cables for the other two AFW pumps except in the Control Room, Cable Spreading Room, Engineered Safeguards Panel Room, and the 590 ft.

A fire in the Southwest Penetration Room could not affect the operation of the third AFW pump, nor could it affect the control of its discharge flow.

If a fire occurs in the Southwest Penetration Room, Auxiliary Feedwater could be controlled from the Control Room utilizing the third AFW pump and its associ-ated discharge flow control valves.

Palisades Plant Areas Requiring Alternate Shutdown Capability - Fire Protection l

July 7, 1986 Consumers Power Company is, therefore, deleting the Southwest Penetration Room as a fire area requiring use of the Plant's auxiliary shutdown capability.

Accordingly, reference in the Palisades Operating Procedures to the Southwest Penetration Room as an area which requires alternate shutdown capability will also be deleted.
