ACCEPTANCE OF MEXICAN HAT, UTAH VICINITY PROPERTY MH-014 COMPLETION REPORT
Dear Mr. Rael:
The U.S. Nuclear Regulatory Commission staff has completed its review of the Mexican Hat, Utah Vicinity Property Compietion Report (CR) for property number MH-014, submitted by the U.S. Department of Energy (DOE) letter dated October 9,1997. For clarification, DOE also submitted page changes for the CR by letter of December 4,1997.
The property includes land on either side of State Route 163, just outsitb of Mexican Hat, Utah NRC concurrence on this CR is required because DOE proposes the application of supplemental standards for contamination found under the east side of the south bridge abutment during remediation. The justification for application of supplemental standards to kwe contamination is the high cost of remediation relative to long-term benefits, as allowed under 40 CFR 192.21, criterion (c).
DOE proposes to leave the mill tailings contamination under and around the bridge abutment because of the risk of structural damage to the bridge and the insignificant health risk due to the inaccessible location of the materialin the river bank. DOE estimated that the volume of contaminated material is 191 cubic yards, although the depth of contamination was not ascertained. Two soil samples analyzed for Ra-226 yielded 27.5 and 103.2 pCilg. The estimated cost to remove the contamination is
$88,400.
For the remediated portion of the property (no structures), none of the verification soil samples recorded exceed the U.S. Environmental Protection Agency (EPA) standards for Ra 226 in soil, indicating that exterior contamination has been appropriately reduced, except for the supplemental standards area.
The NRC staff concludes that the remedial action complies with the approved remedial plan and with the supplemental standards regulations. Therefore, based on the information provided by DOE, the NRC staff concurs in the application of supplemental
