SUBJECT: NRC INSPECTION REPORT 50-361/97-21; 50-362/97-21

Dear Mr. Ray:

An NRC inspection was conducted October 27-31,1997, at your San Onofre Nuclear

Generating Station, Units 2 and 3 reactor facilities. The enclosed report presents the scope and

results of that inspection.

The inspection included implementation of your emergency plan and procedures during your

biennial emergency preparedness exercise. Overall, the performance dunng the biennial

exercise was satisfactory; however, one exercise weakness was identified. The exercise

weakness involved the failure to adequately monitor the habitability of the Operations Support

Center (OSC). ,

Exercise weaknesses, according to 10 CFR Part 50, Appendix E.IV.F.2.g, are inspection 1

findings that need to be corrected by the licensee. Therefore, you are requested to provide this

office with a description of your corrective measures and your schedule for completing these

actions within 30 days after receipt of this letter.

We noted that for this exercise, and during the 1995 evaluated exercise, the general emergency

occurred at noon. We recognize that the scenario events are typically coordinated to meet both

on-sita and off-site objectives. However, the predictability of the event timing could be viewed as

a disclosure of the scenario and could; therefore, detract from the training value of the exercise.

We raquest that you review your scenario development process to avoid repetitive times for

establishing general emergency conditions

During the exercise, we noted that Federal guidance concerning protective action

recommendations for severe core damage events had not been properly incorporated into the

emergency plan and implementing procedures. Supplement 3 to NUREG-0654, " Criteria for

Preparation and Evaluation of Radiological Emergency Response Plans and Preparedness in

Support of Nuclear Power Plants,"(published in July 1996) identified evacuation as the preferred

recommendation for severe core damage events. Your procedure still identified sheltering as

this initial general emergency protective action recommendation. Please note that your

protective action recommendations are inconsistent with NRC recommended actions.

Iri accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter and its f

enclosure will be placed in the NRC Public Documeat Room (PDR).
