SUBJECT: NRC INSPECTION REPORT 50-416/97-18 AND NOTICE OF VIOLATION
Dear Mr. Hagan:
An NRC inspection was conducted August 4-22,1997, at your Grand Gulf Nuclear Station
scactor f acility. The enclosed report presents the scope and results of that inspection.
The inspectors concluded, in general, that conditions adverse to quality were baing
appropriately identified and corrected at Grand Gulf Nuclear Station. However, we are
concerned by the two violations of NRC requirements that were identified, in the first
instance, an inoperable emergency light could have prevented the performance of critical
tasks during an emergency, in the second instance, there was a f ailure to submit a
licensee event report for inadequate implementation of the fire protection program and
numerous fire protection program deficiencies identified during the Quality Systems annual
fire protection audit.
These violations are cited in the enclosed Notice of Violation (Notice) end the
circumstances surrounding the violations are described in detailin the enclosed report.
Please note that you are required to respond to this letter and should follow the instructions
specified in the enclosed Notice when preparing your response. The NRC will use your

response, in part, to determine whether further enforcement action is necessary to ensure

compliance with regulatory requirements.
