DISARMED CONTROL RODS Re:

Millstone Nuclear Power Station, Unit 1 The Comission has issued the enclosed Amendment No.110 to Provisional Operating License No. DPR-21 for Millstone Nuclear Power S.tation, Unit No. 1, in response to your application dated October 30, 1985.

The amendments would modify the wording in the technical specifications with respect to disarming control rods when the refuel interlocks or reactor protection system trip functions are inoperable. The change would be consistent

'with wording in the standard technical specifications. The proposed wording change, affecting technical specifications 3.10, 4.1.D, Table 3.1.1 and Bases 3.1, would allow flexibility in disarming control rods by allowing a variety of disarming methods, where any one method would be sufficient to ensure that the control rods remain fully inserted.

A Notice of Consideration of Issuance of Amendment to License and Proposed No Significant Hazards Consideration Determination and Opportunity for Hearing related to the requested action was published in the Federal Register on February 26, 1986 (51 FR 6827 ).

No comments or requests for hearing were received.

l A copy of the Safety Evaluation is enclosed. The notice of issuance will be included in the Comission's next bi-weekly Federal Register notice.
