SUBJECT:

TOPICAL REPORT REVIEWS The Assistant Directors within each Licensing Division now have signature authority for topical report reviews. Thus, the procedures for managing a topical report within our division.have changed. This memo outlines the new procedure to be used and provides guidance.

Topical reports will initially be received by TOSB for processing. A TAC number will be assigned and the report will be forwarded to the appropriate division. For DPL-A, Ed Weinkam will then process and forward a Licensing Work Request Form to the appropriate Branch through the Assistant Director.

TOSB is currently developing a " form" letter for proprietary determination and to identify the staff reviewer responsible for the particular topical.

This letter will be forwarded to the topical report applicant, once a reviewer is assigned, under my signature. When this form letter is complete, it will be made available to you. Requests for additional information which evolve from the review will be forwarded to the topical report applicant under-the review branch chief's signature.

Upon completion of your review, each branch will prepare a safety evaluation report for the topical report along with a transmittal letter for my signature. Enclosure 1 is a " form" transmittal letter to be used for topicals. The SER should be written in a " formal" manner, i.e., use "the staff finds" as opposed to "we find." The title block should be of the following form:

Safety Evaluation of Topical Report (report number)

(Title)

In addition, following completion of the topical report review, each Branch Chief must notify the Planning and Resource Analysis Branch (PRAB) in order that review fees can be determined and assessed.- Enclosure 2 is an example of the forwarding memo to be utilized along with a filled out version of the form to be sent. ACCEPTANCE FOR REFERENCING 0F LICENSING TOPICAL REPORT The Nuclear Regulatory Commission (NRC) staff has completed its review of the Topical Report We find the report to be acceptable for referencing in license applications to the extent specified and under the limitations delineated in the report and the associated NRC evaluation, which is enclosed. The evaluation defines the basis for acceptance of the report.

We do not intend to repeat our review of the matters described in the report and found acceptable when the report appears as a reference in license applications, except to assure that the material presented is applicable to the specific plant involved. Our acceptance applies only to the matters described in the report.

In accordance with procedures established in NUREG-0390, it is requested that publish an accepted version of this report within three monthes of receipt of this letter.

The accepted version shall incorporate this letter and the enclosed evaluation after the title page.

The accepted version shall include an -A (designating accepted) following the report identification symbol.
