Trip Report for CE-Hematite Visit Nuember 12-14,1997 The purpose of the trip was to familiarize NRC staff with the operations et the CE-Hematite site and review criticality safety documentation on the unrestricted release of hydrofluoric acid (HF)

Engineering's (CE's) senior management (Robert Sharkev) and key technical staff (Kevin Hayes, Hal Eskridge, Earl Sr.ito, Michael Eastbum, ano rtobert Freeman), introductions were I
h made, a brief history of the site was given, and site orientation was discussed. The outside tour by CE's Bill Alkier and key technical staff allowed enhanced discussions with Sean Soong and Harry Felsher on the new HF absorber and a review of the on-site activities. Accompanied by Michael Eastburn and Robert Freeman, Harry Felsher toured the facility. The tour followed the process flow from receiving UF. to fuel bundle assembly and storage (including recovery streams). In addition, Robert Freeman, Sean Soong and Harry Felsher observed the operation in the rod loading.Yuel bundle aasembly building.
Sean Soong discussed with Earl Saito NRC's request for additional information (RAI) dated November 6,1997, on CE's application for unrestricted release of HF. CE was requested to respond to NRC's RAI by December 6,1997.

Harry Felsher discussed with Michael Eastburn and Robert Freer,)an NRC's RAI dated November 3,1997, on CE's application to revise the criticality sa'aty part of CE's license app!ication. CE was requested to respond to NRC's RAI by December 3,1997.
During a discussion, Robert Sharkey informed Sean Soong that CE had discontinued monthly monitoring of one of the four burial groundwater wells since October 1996 because of hazardous waste contamination. Robert Snarkey understood that it is a license requirement to perform the monthly monitoring and told Sean Soong that CE plans to submit a license amendment application to modify the license requirement. No submittal date was discussed.
Robert Freeman presented an overview of CE's approach to criticality safety to Sean Soong and Harry Felsher for the purpose of reviewing the HF absorber documentation. After reviewing the documentation, Harry Felsher indicated that CE's approach to criticality safety appeared adequate. However, complete NRC staff review of the information will be reflected in future correspondence with CE. Robert Freeman indicated that minor modifications will be made to the documentation prior to operation of the HF absorber.
