By letter dated October 1,1997, Vermont Yankee Nuclear Power Corporation resubmitted for NRC review and approval Report YOQAP-I-A, Revision 28, titled, Yankee Atomic Electric Company Operational Quality Assurance Pro ram,' fo. the Vermont Yankee Nuclear Power Station.

This revision was ort inally submitted on June 23, 1997. Your resubmittal indicated that the rev sion represents a reduction its commitment.

Consequently, our review will take longer than 60 days.

The NRC staff with the assistance from its contractor, the Idaho National Engineering and Environmental Laboratory (INEEL), has reviewed your submittals.

Scoce/ Status of Review The Nuclear Regulatory Comission (NRC) is responsible for the review and disposition of licensee requests relating to inservice inspection requirements contained in the Code of Federal Regulations (CFR) 10 CFR 50.55a, and Section XI of the American Society of Mechanical Engineers' (ASME), Boiler and Pressure Vessel Code.

When submitting such requests, licensees are required to provide both a regulatory basis (bycitingtheappropriatt section of 10 CFR 50.55a), and a technical discussion, supporting the request. This information is used in evaluating the request.

The staff has reviewed the available information in the Yankee Atomic Operational Quality Assurance Program, Revision 28, submittals dated October 1, and June 23, 1997, pertaining to VYNPS' exception to RG 1.26.

B.

Additional Information Reauired The staff h s concluded that the following specific information and/or clarification is required to complete the review of the submittal:

1.

a) Please provide documented evidence showing that the use of ANS 22, Draft 4, Revision 1, May 1973, ' Nuclear Safety Criteria for the Design of Stationary Boiling Water Reactor Plants," was found acceptable by the NRC staff as an alternative to RG 1.26, for component classification at VYNPS.

b) Please provide the bases for Class 1, 2, and 3 component classifications, as applied to inservice inspection (ISI) activities, at VYNPS (i.e., describe the Class boundaries).

Include a cross reference of RG 1.26 criteria with those portions of ANS 22 and ANS S2.1, 1983, " Nuclear Safety Criteria for the Design of Stationary Bolling Water Reactor Plants being used for component classification at VYNPS.

2.

Please provide a comparison of ANS 22. Draft 4 Revision 1, May 1973 and those portions of ANS 52.1, 1983 that have been used as a substitute for the information provided by ANS 22. as stated in the Yankee Atomic Operational Quality Assurance Program.
