SUBJECT:

CONFIRMATION OF ACTION - DOCKET NOS. 50-250 AND 50-251 This letter refers to the telephone conversation on April 2, 1986, between Messrs. V. W. Panciera and R. Brewer of this office and Messrs. J. Dickey and D. Chaney of your staff, concerning the results of your evaluation of emergency diesel generator loading. This evaluation, which was performed at your initia-tive, revealed potential overloading of Turkey Point diesel generators.

Based upon the matters discussed, it is our understanding that you will take or have taken the following actions prior to restart of Units 3 and 4:

1. Total loads on emergency diesel generators will be reduced to no more than 2845 kilowatts per diesel generator and procedures will be changt1, and operators trained on these changes prior to assuming duties, to 6 sure operation within this limitation.
2. A written safety evaluation performed pursuant to 10 CFR 50.59 of the reduced diesel generator loading demonstrates that, with Unit 4 in a cold shutdown condition:

Unit 3 can be operated safely, in accordance with Technical Specifications, and within the bounds of currently approved accident analysis for the full range of accident break spectra.

Unit 4 can be safely maintained in cold shutdown.

This evaluation will be formally submitted to the NRC prior to Unit 3 entering mode 2.

3. A safety evaluation of diesel generator loading for concurrent operation of Units 3 and 4 will be completed and approved by the NRC prior to restart of Unit 4.
