2) CE0G CE NPSD-994 " Joint Applications Report for Safety injection System Tank A0T/STI Extension," May 1995 This letter is a re-submission of Amendment Application Nos.152 and 136, Supplement 1 (Reference 1) to facility Operating Licenses NPF-10 and NPF-15 for the San Onofre Nuclear Get erating Station Units 2 and 3, respectively.

These amendment applications consist of Proposed Change Number (PCN)-451, Supplement 1. PCN-451, Supplement 1 is being resubmitted to correct a clerical error in which text was deleted from the cover letter. No change has been made in the enclosures.

PCN-451, Supplement 1 proposes to modify Technical Specification (TS) 3.5.1 to

extend the Con.pletion Time for a single inoperable Safety Injection Tank (SIT) from 1 bour to 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />. Additionally, PCN-451 proposes to extend the SIT Completion Time from I hour to 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> if a single SIT becomes inoperable due to malfunctioning water level indication or nitrogen cover pressure indication /

or both.

Supplement 1 adds a new TS 5.5.2.14, " Configuration Risk j Management Program."

The purpose of the Configuration Risk Management Pfogram (CRMP) is to ensure that a proceduralized Probabilistit Risk Assessment-informed process is in

Document Control Desk place that assesses the overall impact of plant maintenance on plant risk.

Implementation of the CRMP will enable appropriate actions to be taken or decisions to be made to minimize and control risk when perforcing on-line maintenance for Systems, Structures, and Components with a r N -informed Completion Time. Proposed TS 5.5.2.14 will be arplir cle to TS 3.5.1 because the Completion Times for TS 3.5.1 have " risk-informed Completion Times."

This license amendment is a collaborative effort by participating Combustion Engineering Owners Group (CE0G) members based on a review of plant operations, deterministic and design basis considerations, and plant risk, as well as previous generic studies and conclusions from the NRC staff in NUREG-1366,

" Improvements to Technical Specifications Surveillance Requirements," and NUREG-1432, " Standard Technical Specifications Combustion Engineering Plants."

Reference 2, which was submitted to the NRC staff for review and approval under separate cover, supports this change.

Southern California Edison (SCE) requests this amendment be issued effective as of its date of issuance, and be implemented within 30 days from the date of

  • issuance. This will provide adequate time for the necessary procedure changes and training on the new Technical Specifications.

SCE requests the NRC audit the Configuration Risk Management Program prior to approval and implementation of TS 5.5.2.14.
