REVIEW OF 10 CFR 73.55 Virginia Electric and Power Company (Virginia Power) submitted an application for the review and approval of a site-specific license for an independent spent fuel storage installation (ISFSI) at North Anna Power Station on May 9,1995 (Serial No.95-195).
The NRC requested that Virginia Power review -10 CFR 73.55, Requirements For Physical Protection Of Licensed Activities in Nuclear Power-Reactors Against Radiological Sabotage, and explain which sections Virginia Power satisfies in the Physical Security Plan for the ISFSI. This was requested since 10 CFR 73 does not
'specifically address requirements for ISFSis. Attached is the result of that review.

The barrier offering s'ubstantial penetration resistance will be the approved storage cask.

The individual responsible for controlling admirsion to the protected area is not isolated-within a builet resisting structure.
Virginia Power satisfies the 7quirements of Subparagraphs'(2), (3), (4), (5), and (6).
_ Subparagraphs (7)(i) and (7)(ii)(A)-do not apply since there are no vital areas at the ISFSt.
Virginia Power satisfies the requirements of Subparagraph (7)(ii)(B).
Virginia Power satisfies the requirements of Subparagraph (8).

Detection akht Virginia Power. satisfies the requirements of Subparagraph (1) with the following clarification. The central alarm station is located within the station protected area.
