Concernina Notice of Vlointfon 8519-01/8517-01

Dear Mr. Martin

The following information is submitted in response to your request dated

March 7,1986 relative to Notice of Violation 85-19-01/85-17-01.

In October,1985, HL&P was informed by the NRC Resident Inspector of a

documentation concern relative to pipe support packages for the Essential

Cooling Water System. Specifically, certain packages which had been QC

accepted did not contain the filler material reference number as required by

the procedure in effect at the time of the NRC review . HI4P Quality

Assurance performed an investigation based on this concern and confirmed that

a number of packages were indeed missing this information. This deficiency

was documented in Standard Deficiency Report, SDR fH-194.

In preparing our response to the Notice of Violation, it was determined

that all support packages refe' renced by the HL&P SDR and the Notice of

Violation as missing filler material reference number were prepared during a

time when the site procedure (SSP-18) did not require the listing of the

filler material reference number. The change document that deleted the

requirement was subsequently volded and therefore never incorporated into the

current procedure that was provided to the NRC inspector during his

investigation. The SDR generated as a result of the QA investigation was in

error.

The current revision of site proecedure (SSP-18) does not require listing

of filler material reference numbers for ASME Class II or III supports. This

information is not required by the ASME Code.
