This EAL scheme was based on the EAL descriptions contained in NUREG-0654. To maintain compliance with NUREG-0654 and Emergency Plan commitments, Catawba has had to revise the EALs to match the implemented Improved Technical Specifications. The revisions to the EALs described below have been reviewed and approved by state and local officials. This revision to the EALs was necessitated because of the basis for the EALs was revised.

Catawba Nuclear Station Emergency Plan Revision 99-1 contains the following categories of revisions. Note: These revisions are described in detail in Attachment I and in the Justification for Answer to Question 2.
1.
Miscellaneous editorial revisions to:
Correct previous typographical and grammatical errors Reflect Technical Specification numbering format changes due to implementation of Improved Technical Specifications Update EAL references in Section D Update the Emergency Planning calendar to the current version e
Reflect the replacement of HP/0/B/1009/025 with Sil/0/B/2005/001 Reflect the development of a new procedure for the Field Monitoring coordinator position, SH/0/B/2005/002 Update York County and Charlotte-Mecklenburg Emergency Management agreement letters.

Revised certain EAL descriptions and references due to the implementation of the Improved Technical Specifications. The new Technical Specifications provide the technical basis for many of the Catawba Nuclear Station EALs. This EAL scheme was based on the EAL descriptions contained in NUREG-0654. To maintain compliance with NUREG-0654 and Emergency Plan commitments, Catawba has had to revise the EALs to match the implemented Improved Technical Specifications. The revisions to the EALs have been reviewed and approved by state and local officials. The Improved Technical specifications were reviewed and approved by the NRC. The revisions to the EALs were necessitated because of the basis for the EALs was revised.

Added statements in Section N.4 that clearly state that critiques are conducted following drills as well as exercises. This revision does not make any technical changes but only clarifies the site's policy for drill critiques.
The changes described above do not have an adverse impact on the ability of Catawba or any off-site agencies to reasonably assure that adequate protection can and will be taken in the event of a radiological emergency, therefore, these changes are not considered to decrease the effectiveness of the Emergency Plan.
