SUBJECT:
PALO VERDE NUCLEAR POWER PLANT In the Comittee's recent report on the Palo Verde Nuclear Generating Sta-tion, Units 1 & 2 dated May 13, 1985, the Comittee reiterates its previously expressed concern about the inability to rapidly and directly depressurize the primary system by use of valves, and notes its intent to continue its review of the Palo Verde shutdown decay heat removal system in connection with generic issue A-45 " Shutdown Decay Heat Removal Requirements."
The Comittee plans further discussion of this matter during its 302nd ACRS meeting, June 6-8, 1985 and may provide additional coments regarding this matter based on discussion during this meeting.

Palo Verde Unit 1 Power Ascension Testing In their December 1981 letter on Palo Verde, the ACRS requested a report on Unit 1 startup experience prior to authorizing fuel load on Unit 2.
The staff and licensee gave presentations on this subject to the subcommittee on November 5 and to the full committee on November 7.
The ACRS sees no reason to impede licensing Unit 2 on the basis of Unit 1 startup experience.
In its 1981 letter, ACRS recommended expending studies on systems interaction and systems reliability.
This was not done - the staff's position was that this should be done following resolution of USI A-17.
ACRS considers these studies, had they been done, would have revealed the reliability problem on the auxiliary pres-surizer spray system (APSS).
The licensee discussed the APSS enhancements that have been com-mitted to as well as additional analyses concerning use of the s
high point vent system during a SGTR event.
The ACRS drafted a letter on this review but ran out of time before it could be finalized.

GESSAR II Severe Accident Review The ACRS spend an additional four hours attempting to reach a con-sensus on whe-her to approve or disapprove a forward-referenceable FDA for GESSAR II.
The Committee appears to be evenly divided on this issue.
Three different letters have been proposed and a fourth is being written.
Additional time will be scheduled during the December meeting.

IDNG-TDtM While the proposed enhancements to the VCT level indicator and outlet valve of the VCT lessen the likelihood of the charging pumps becoming gas bound, a long-term solution to reduce this potential hazard to the pumps should be considered to achieve an appropriate level of system reliability.
The long-term solution should be established by an engineering evaluation considering alternative hardware changes necessary to eliminate (the neiid for venting hydrogen from the suction of the charging pumps.
The engineerins evaluation should include the schedules for procurement and installation of the selected solution.
A description of the evaluation and schedules should be submitted for staff approval by June 30, 1986.
INTEtIM 2he interim operation of the charging system requires procedures for venting
.of hydrogen to prevent the charging pumps from becoming gas bound.
This venting should not pose a hazard to the operators performing the venting, nor should it result in an uncontrolled or unmonitored release.
Procedures will be submitted for staff approval and a demonstration of the venting procedure will be performed prior to Unit 2 initial criticality.
