SUBJECT:
NRC INTEGRATED INSPECTION 50 333/97 07 AND NOTICE OF VIOLATION
Dear Mr. Colomb:
On October 26,1997 the NRC completed an inspection at your FitzPatrick Power Plant.
The enclosed report presents the results of that inspection.

During the period covered by this inspection, your conduct of activities at the plant were
generally characterized by safe plant operations. Your radioactive liquid and gaseous
effluent control programs were inspected by Region l Radiation Specialists during this
inspection period. Overall, the program was considered to be wellimplemented.
Based on the results of this inspection, the NRC concluded that the error which led to the
incorrect oil being installed in the "A" residual heat removal keep fill system pump was a
violation of NRC requirements. This violation is cited in the enclosed Notice of Violation,
and the circumstances surrounding the violations are described in detailin the enclosed
report. Please note that you are required to respond to this letter and should follow the
Instructions specified in the enclosed Notice when preparing your response. The NRC will
use your response, in part, to determine whether further enforcement actions is necessary
,
to ensure compliance with regulatory requirements.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter
and its enclosures will be placed in the NRC Public Document Room.
