SUBJECT: NRC INSPECTION REPORT 50-382/97-22 AND NOTICE OF VIOLATION
Dear Mr. Dugger:
. An NRC inspection was conducted September 21 through November 1,1997, at your
- Waterford Steam Electric Station, Unit 3, reactor facility. The enclosed report presents the
scope and results uf that inspection.
Durirg the 6 week . eriod covered by this inspection, your conduct of activities at
Waterford 3 was generally characterized by good performance of operations, maintenance,
engineering, and plant support. However, violations of NRC requirements were identified.
The first Wolation involved the failure to properly secure wheeled items in the reactnr
auxiliary building in the vicinity of safety-related equipment, as specified by your
administrative procedures, The second violation, identified by your staff, involved two
examples related to the same instance o' fRilure to meet the inservice test requirements for
establishing a new set of baseline per'.
. ,e data. This violation was cited because it is
a repeat of an earlier failure to perform ... .nservice test and evaluate the data prior to
changing the operating conditions for the component. This violation is of concern because
many other instrument calibration changes could have occurred without the engineering
programs' inservice test personnel being made aware of the changes.
These violations are cited in the unclosed Notice of Violation (Notice) and the
circumstances surrounding the violations are described in detail in ths enc!osed reoort.
Please note that you are required to respond to this letter and should follow the
Instructions specified in the enclosed Notice when preparing your response. The NRC will
use your response, in part, to determine whether further enforcement action is necessary
to ensure compliance with reguiatory requirements. In addition, please address the actions
being implemented to ensure that the personnel responsible for the inservice test program
will be made aware of any changes to components tested and/or used during inservice
tests. . Also, please address in your response the assurance your ctaff has that these have
been the only instruments affected.
