Dear Mr. Knight:

Thank you for your letter of March 10, 1986 regarding the request by the Baltimore Gas arid Electric Company (BG&E) for reduction in the Calvert Cliffs Plume Exposure Pathway Emergency Planning Zone (plume EPZ) from 10 miles to 2 miles.

Presently, plume EPZs are of a roughly 10-mile radius and ingestion pathway EPZs are of a 50-mile radius with lesser radii for certain lower powered reactors and a gas cooled reactor.

Establishment of the exact EPZ boundary recognizes both geographical and political boundary considera-tions for individual sites. For those areas and populations within the estab-lished EPZ boundaries, there are specific required preplanning measures, developed procedures for protective actions, and periodic exercises of the required plans and procedures.

In your letter, you express the concern that, if the Calvert Cliffs plume EPZ were to be reduced to 2 miles, those persons living outside the 2-mile radius would not be properly protected in the event of an accident. While it is in-deed true that preplanning and procedures for protective actions are required only within the EPZ boundaries, the development and exercise of plans and procedures within the EPZ do provide a base for the expansion of protective, actions outside the EPZ boundaries as deemed necessary by state and local authorities.

In this. regard, the capability for recommending and taking pro-tective actions is not limited by an artificial boundary.

Finally, with regard to your request that your letter be part of the hearing record, no hearing concerning the EP7 reduction is currently underway.

Should a hearing be held in the matter concerning BG&E's request for reduc-tien in the Calvert Cliffs EPZ, public views and/or participation will be solic-ited at that time.
