COST ESTIMATE FOR NRC REVIEW OF B&WOG TOPICAL REPORT, BAW-2248

Dear Mr. Futh:

By letter dated July 29,1997, the B&W Owners Group (B&WOG) submitted Topical Report BAW 2248," Demonstration of the Management of Aging Effects for the Reactor Vessel Internals," July 1997, and requested that the Nuclear Regulatory Commission (NRC) provide an estimate of the cost of an NRC staff review of the topical report before initiating a review.

The staff performed only a cursory review of BAW-2248 to develop the requested estimate for the total NRC staff review effort, including the preparation of a safety evaluation. Based on that review, we estimate the level of effort to be on the order of 900 staff hours. However, because this review will assist the staff in its development of a standard review plan for license renewal, the staff will not charge fees for that portion of its review for which it concludes there is a generic benefit in accordance with 10 CFR Part 170. The staff believes that as much as 50 percent of the review effort for BAW-2248 could be of such generic benefit. The staff would establish separate TACs to account for the time required to review the technical report and the time considered to be of generic benefit.

This estimate is not a comm!tment to complete the NRC review and safety evaluation within the -

time but rather it is a reasoned predict based on the staff's et irience with similar reports. The staff will not initiate its review of BAW-2248 until after you review this cost estimate and formally request that the staff commence its review.
