Dear Mr. Hagan:
By letter dated May 28, 1997 (GNR0-97/00044), you submitted Revision 15 to the Operational Quality Assurance Manual (00AM) for the Grand Gulf Nuclear 4
Station, Unit 1, for staff review under the provisions of 10 CFR 50.54(a)(3).
Revision 15 included several administrative changes that you stated did not reduce commitmentt 'n the 0QAM, and two other chan3es of a more significant nature that you stated may reduce commitments. The latter m changes are (1) t use of an ongoing evaluation of suppliers in lieu of the curn.nt annual evaluation of suppliers, and (2) a shift in responsibility for the appointment of Level III receipt inspectors from the Director, Quality to the Vice-
' President,;0perations Support.
,In your letter, you requested approval of the above changes prior to their _.
implementation'in the 00AM. Your letter stated that Revision 15 accurately
-reflects changes made to the 0QAM since the last submittal which, according to our records, was Revision 14 dated December 18, 1995, and therefore, should
.also be considered as an 00AM update in accordance with 10 CFR 50.71.
- As' discussed in the Safety Evaluation (Enclosure 1), the staff concludes that i
c the above two proposed 0QAM changes are acceptable and continue to satisfy the requirements of 10 CFR Part 50, Appendix B.
For the romaining administrative changes in Revision 15, the staff agrees with your characterizatinn that they constitute'an update of your 0QAM in accordance with 10 CFR 50.71(e).
