the Grand Gulf Nuclear Station Operational Quality Assurance Manual (OQAM), Topical Report GGNS-TOP-1A, Revision 15.

j The changes incorporated into Revision 15 are mostly administrative in nature, reflecting primarily organizational and title changes. These changes have beers evaluated and determined not to reduce commitments contained in the previously accepted Quality Assurance Program description (OQAM, Revision 14). However, there are two proposed-changes (Attachment 2, Actions 5 & 6) that may constitute a reduction in commitments as described in Reference 1. We are requesting approval for these two proposed changes prior to implementation.

L The first requested change involves replacement of the annual supplier evaluation with an alternative ongoing performance evaluation that is based on a Nuclear Energy Institute (NEI) proposal that the NRC staff previously reviewed and found generally acceptable (Ref.1).

The second requested change involves a change in the responsibility for the appointment of Level lli receipt inspectors from the Director, Quality to the Vice President, Operations Support. This change does not alter the performance of any inspection activity or personnel qualification requirement. We believe this change could be viewed as not reducing commitments, since the functions, and qualification requirements are maintained and lines of authority, responsibility, and communication continue to be clearly established at appropriate g

management levels. However, due to the ambiguity that currently exist over the definition of a reduction in commitment and the safety importance of this function, EOl is conservatively requesting prior approval.

Revision 15 of the OQAM continues to satisfy the requirements of 10CFR50 Appendix B and

' the Regulatory Guides and ANSI Standards referenced in Appendix A to the OQAM.

Identification of the specific changes, along with the reason for the change, and the basis for this conclusion as required by 10CFR50.54(a)(3)(ii)is delineated in Attachment 2.

As required by 10CFR50.71, I hereby certify to the best of my knowledge, information, and belief, that the information provided herein accurately reflects changes made since the last

submittal of the OQAM.
