Dear Mr. Richardson:

l On January 6 and 7,1998, the U.S. Nuclear Regulatory Commission (NRC) senior managers met i to evaluate the nuclear safety performance of operating reactors, fuel facilities, and other i materials licensees. The NRC conducts this meeting s0mlannually to determine if the safety performance of various licensees exhibits sufficient weaknesses to warrant increased NRC attention or if it is treading adversely and requires steps be taken to communicate concems to the utility's president or board of directors. At the January 1998 Senior Management Meeting (SMM), the Crystal River facility was discussed. The Crystal River facility remained on the NRC Watch List as a Category 2 plant. Plants in this 1 category have been identified as having weaknesses that warrant increased NRC attention until the licensee demonstrates a period of improved performance. A summary of NRC discussions related to Crystal River follows: Declining performance at Crystal River 3 (CR3) was first discussed during the June 1996 Senior Management Meeting, (SMM). Concems at CR3 involved 1 Florida Power Corporation's (FPC) handling Of several design issues, non-conservative interpretation of certain NRC regulations, and weaknesses in 7 operator performance, corrective actions, and management oversight. At the January 1997 SMM, senior NRC management placed Crystal River 3 on the Watch List as a Category 2 plant, due to the continuing decline in overall safety performance. A] I(b At the June 1997 SMM, senior NRC management acknowledged that the plani was in an extensive shutdown. Significant work was still needed before restart and the plant remained on the Watch List in a Category 2 status. Since the June 1997 SMM, overall performance at CR3 has improved and FPC has made substantive progress toward planned restart. The programmatic areas of design control,10 CFR 50.59 evaluations, and correcti te actions were adequate. In addition, the NRC has conducted major ins sections in the areas of emergency operating procedures, engineering and modi'acations, and operational , readiness with satisfactory results. The necessary licerse arlendments have been submitted and are under review by the NRC.
