Gentlemen:

This refers to the inspection conducted by Messrs. C. E. Johnson and

D. L. Garrison of this office during the period April 4 through May 30, 1986,

of activities authorized by NRC Construction Permits CPPR-128 and 129 for the

South Texas Project, Units 1 and 2, and to the discussion of our findings with

members of your staff at the conclusion of the inspection.

Areas examined during the inspection included site tours, licensee action on

previous inspecticn findings, IE Information Notices, structural concrete

activities, QA (Deficiency Notices), electrical activities, allegation

followup, and followup on inspector identified problems. Within these areas,

the inspection consisted of selective examination of procedures and

representative records, interviews with personnel, and observations by the

inspectors. The inspection findings are documented in the enclosed inspection

report.

During this period, the inspectors also followed up on some of the responses by

the licensee to the construction assessment team (CAT) findings. This followup

will be documented in report 86-12.

Within the scope of the inspection, no violations or deviations were

identified.

discuss them with you.
