REQUEST FOR WITHHOLDING INFORMATION FROM PUBLIC DISCLOSURE (POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2)
Dear Mr. Grigg:
By letter dated December 12,1997, Wisconsin Electric Power Company (WEPCO) submitted a copy of a temporary change to a procedure for the Point Beach Nuclear Plant Emergency Plan Implementing Procedures Manual and noted that portions of the procedure containing names and telephone numbers were marked for NRC use only and not for public disclosure. We assume WEPCO is requesting that this information be withheld from public disclosure pursuant to 10 CFR 2.790 of the Commission's regulations. Your December 12,1997, submittal also provided a nonproprietary version of the procedure.
We have reviewed your request in accordance with the req'Jirements and criteria of 10 CFR 2.790 and have determined that the submitted information sought to be withheld contains privacy information. Therefore, the privacy information so identified in your December 12, 1997, letter will be withheld trom public disclosure pursuant to 10 CFR 2.790(a)(6) and Section 103(b) of the Atomic Energy Act of 1954, as amended.
Withholding from public inspection shall not affect the right, if any, of persons p;operly and directly concerned to inspect the documents. If the need arises, we may send copies of this information to ocr consultants working in this area. We will, of course, ensure that the consultants have signed the appropriate agreements for handling proprietary information, if the basis for withholding this information from public inspection should change in the th such that the information could then be made avellable for public inspection, you should promptly notify the NRC. You also should understand that the NRC may have cause to review -

request includes your information, in all review situations, if the NRC makes a determination p
