1 By letter dated January 27.1995, as supplemented on October 20,1997, Wisconsin Electric l
Power Company (WEPCO) requested relief from performing the inservice volumetric examinations of inaccessible portions of the reactor pressure vessel lower shell to lower head
. ring weld during the third 10-year inservice inspection interval of Point Beach Unit No. 2.
The staff has reviewed your request for relief from the applicable ASME Code,Section XI, as

stated in Relief Request RR-2-20 and has determined, pursuant to 10 CFR 50.55a(g)(6)(i) that
. (1) the code requirement is impractical, (2) the reactor vessel would have to be modified which would impose a burden on WEPCO, and (3) the proposed volumetric examinations described in
- your request provide reasonable assurance of structural integrity. Therefore, your request for relief is granted for Point Beach Nuclear Plant, Unit 2, during the third 10-year inspection -
interval. The relief granted is authorized by law and will not endanger life or property or the common defense and security and is otherwise in the public interest giving due consideration to the burd6n upon WEPCO that would result if the requirement was irnposed on the facility.- The staffs safety evaluation is enclosed if you have any questions, please contact Linda L.
