Gentlemen:
This refers to the inspection conducted by Mr. R. A. Caldwell of this office
during the period March 10-13, 1986, of activities authorized by NRC Operating
,

License NPF-47 for River Bend Station, and to the discussion of our findings
with you, and other members of your staff at the conclusion of the inspection.
i
Areas examined during the inspection included access control
personnel, security
system power supply, alarm stations, and communications. Within these areas,
the inspection consisted of selective examination of procedures and
representative records, interviews with personnel, and observations by the
inspector.
These findings are documented in the enclosed inspection report.

During this inspection, it was found that certair of your activities were in
violation ~of NRC requirements.
Consequently, you are required to respond to
these violations, in writing, in accordance with the provisions of
Section 2.201 of the NRC't, "Reles of Practice," Part 2, Title 10, Code of
Federal Regulations.
Your response should be based on the specifics contained
in the Notice of Violation enclosed with this letter.
The material enclosed herewith :ontains Safeguards Information as defined by
10 CFR Part 73.21 and its disciJsure to unauthorized individuals is prohibited
by Section 147 of the Atomic Er.ergy Act of 1954, as amended.
Thecefore, the
material, with the exception of the report cover page which is an insnection
summary, will not be placed in the Public Document Room.

The response directed by this letter and the accompanying Notice is not subject

to the clearance procedures of the Office of Management and Budget as required
by the Paperwork Reduction Act of 1980, PL 96-511.
