Dear Judges Kelley,

Bright and Carpenter:

Pursuant to the Board's Order on Harassment allegations I have contacted Mr. Guild concerning the secret witness. Mr.

Guild informs me that to his knowledge to date (May 31) the witness had been unable to obtain a copy of the OI recort on the secret witness' allegations. B ased on the witness' exoerience and dealings with OI, the witness evidently does not believe that the NRC will give fair consideration to the witness' allegations. Also, unless the witness has a cony of the OI repoat to review, there would be no way to get the witness ' cons ent to use the report under protective order or otherwise, since the witness wants to review the report before giving such clearance. Evidently OI has been usinc a wrong address for the witness and there have been substantial 0- E

a. delays in contacts for that and possibly other reasons.

Thus Intervenors are unable to pursue this ma tter now. C iw t 6Nqb>h f g I must add that the Board's conclusion that because nogworkers P cane forward, harassnent and intimidation doe s not exist, is no more
