Dear Chairman Palladino:
I am writing to encourage you and your fellow Commission menbers to take prompt action on a modified source-term for nuclear plants.
As.~you know, technical groups throughout the world have been studying assumed accident consequences during the past three years and, without exception, have concluded that the existing source term is unrealistically high.
The NRC is to be commended for setting up the Accident-Source Term Program Office in recognition of the extensive.
research being done in this area.
It is my fervent hope that the NRC,will be able to achieve-its goal of selecting a i
new interim source term by the end of this year and a new l
final source term by mid-1984.
As licensee for the River Bend 1 nuclear unit now under construction, my company is. confident that the current-design and emergency plans for our plant are ndequate to cope with the existing' source term.
But I strongly-believe that public concern would be reduced if the projected consequences of hypothetical accidents were based upon the best technical data rather than a conservative hypothesis.
I respectfully urge prompt action to select a new source term--one that' will give the public a more realistic picture of the risk posed by nuclear energy.
