, MEMORANDUM FOR: Victor Stello, Jr. , Acting Executive Director for Operations

$R 3 9 M FROM: R. F. Fra , ecu ve D ctor, ACRS

SUBJECT:

ACRS REVIEW 0F NRC ACTIONS RESULTING FROM THE SAN ON0FRE NUCLEAP GENERATING STATION, UNIT 1, NOVEMBER 21, 1985 EVENT ,

The ACRS Subcommittee on Westinghouse Water Reactors met on February 12, 1986 to discuss the water hammer / loss of AC power event which occurred at the San Onofre Nuclear Generating Station, Unit 1 (SONGS-1) on November 21, 1985. The Subcommittee was briefed by the Incident Investigation Team (IIT) as to the IIT investigation findings and was briefed by Southern California Edison (SCE) as to what actions SCE was considering. The NRC Staff evaluation of the SCE proposal and the possible generic implications of this event had not yet progressed to the point where findings were available. The Subcommittee Chairman subsequently reported to the ACRS during the February 13-15,1986 ACRS meeting.

The ACRS will be continuing to review this important operating reactor event. The ACRS requests that the NRC Staff meet with the Subcomittee about two weeks after the completion of the NRC Staff's safety evalua-tion on actions necessary for the restart of SONGS-1. The Subcommittee will also want to meet with the NRC Staff at such time as sufficient information is available to discuss the generic actions which the NRC Staff will be recommending. It is intended that these Subcommittee reviews will be performed as soon as the information is,available. The reviews need not be completed before a decision is made to restart SONGS-1.
