The Baltimore Gas and Electric Company (BG&E) hereby requests a one-year extension to the schedule contained in Reference (a) with regard to providing an operational Safety Parameter Display System (SPDS) at Unit 2.
This request was previously made in Reference (b).
The Commission's response, Reference (c), was that the need for the requested extension was not obvious at the time and every effort should be made to implement the SPDS as scheduled. This letter will describe the measures taken by BG&E since August,1984 to expedite installation of the SPDS, the reasons for not installing the system during the Fall 1985 refueling outage, and the proposed schedule for implementing the SPDS for both Units.
As discussed in Reference (b), the SPDS is integral to the plant information system upgrades: the Data Acquisition System (DAS) and the new plant computer. As soon as we became aware of difficulties encountered by our supplier in the development of the SPDS sof tware, we began working closely with them to resolve difficulties. Monthly status meetings with personnel from BG&E and our supplier to review progress and resolve problems have been held since August 1984. Several trips to the supplier's facilities were made by BG&E's technical expert on the SPDS to personally assist in its development.

Mr. A. C. Thadani June 12,1986 personnel have provided prompt responses to questions and requests for information from the supplier. Finally, two computer specialists from BG&E have been working full-time at the supplier's facilities for the past two years in order to expedite installation of the new plant computer and the SPDS.
Despite our actions, the implementation of the SPDS for Unit 2 continues to be delayed for the following reasons. As explained in Reference (b), issuance of Supplement 1 to NUREG-0737 containing the requirement to install an SPDS required us to expand the scope of our existing plant computer replacement program to include provisions to support an SPDS. In addition, the operating system for the new plant computer had to be transferred from one hardware configuration to another chat is better designed for our application. Finally, the SPDS applications sof tware is highly customized to integrate -
the design of SPDS displays with Calvert Cliffs-specific functionally based emergency operating procedures.
This unique application software must_ be merged with the standard software requiring complex interactions between two vendors and BG&E.
The present schedule calls for complete factory acceptance testing of the SPDS by July 1986 with installation during the Fall 1986 and Spring 1987 outages for Units 1 and 2, respectively. However, system testing, validation, and operator training for both units is not expected to be completed until October 1,1987. While we are making a best effort in meeting this schedule, the factory acceptance test has not begun and there is a substantial amount of software which needs to be completed and tested. For these reasons, the new plant computer and SPDS may not be installed during the Fall 1986 Unit 1 outage. We will keep you informed.
