SURJECT: REQUEST FOR BASES T0'SECTION 4.2.3 TO BE EFFECTIVE UPON COMPT.ETION PLANNED IC BUS MODIFICATION (TAC #61135)
In your application for amendment by letter dated February 21, 1986, you requested six specific changes or related actions to your current Technical Specifications.
One of your requests was as follows: "The portion of the proposed bases which discusses the Static Inverter IC static transfer switch Section 4.2.3 is requested to be effective upon completion of the planned modification of the IC Non-inter-i ruptible Bus."
By letter dated February 4, 1986, you requested an amendment to your operating license to modify the IC Non-interruptible Bus electrical configuration.
After reviewing your application, we issued amendment number 48 on April 14, l 1986.
According to 10 CFR 50.36fa), "A summary statement of the bases or reasons for such specifications, other than those covering administrative controls, shall also be included in the application, but shall not become part of the technical specifications." Thus, changes to the bases portion of associated technical specifications are not considered technical specification changes, and hence need not be analyzed using no significant hazard considerations.
Because of the non-enforceable nature of bases sections, effective dates pertaining to such sections are neither reouired nor necessary. The technical specification changes requested in your original request dated February 4, 1986, became effective on April 14, 1986.

In phone conversations with members of your staff, we have learned the IC bus modification was completed in April 1986. Therefore,~the effective date of changes to Section 4/5.2.2.5 of the Technical Specifications also requested in your February 21, 1986 letter which are currently under review by the staff will be effective upon the date of issuance of the amendments.
