COMMISSIONERJ)lAZ' COMMENTS ON SECY-97 260 1 approve the staff's recommendation to publish the draft Federal Register Notice withdrawing the " Safety-Conscious Work Environment" proposal outlined in the February ?.6,1997 Federal Register Notice.
I disapprove the continuiag search for potential indicators and survey instrument for potentially deteriorating safety conscious work environment at licensed facilities. I be!! eve that NRC resources are better utilized to fulfill more urgent licensing nbligations. Fua.crmore, the May 1996 NRC Policy Statement clearly delineated the licensees esponsibility in this area.
This paper is the result of our communications with the stakeholders through the proper regulatory process to maintain the necessary regulations at a cost proportional to the benefits they provide, I applaud the elTorts of all those who provided comments and thank the staff for a job well done.
