h1 Comments on SECY-97-260 I approve the staff's recommendation to publish the Federal Register Notice withdrawing the proposal outlined in SECY-96-255.
- Further, I agree with the staff that giving consideration to potential indicators of a deteriorating work environment may alert the NRC to emerging problems in a licensee's work environment that warrante staff involvement to encourage licensee management to address the. environment for raising concerns.
The offort to identify emerging trends at a licensed facility, while difficult,
.would be less than the regulatory effort required in responding to a licensed facility where the work environment has already' deteriorated.
Although I noted that some commenters cited the improving industry performance (e.g.,
increases in safety system availability, decreases in radiation exposure) as proof that a pervasive safety-conscious-environment, in fact, exists in the industry. I would propone that improvement in industry indicators could be driven more by the pressure to be cost-competitive -- and, may or may not be indicative of the safety-consciousness of the workforce.
I also concur with the staff that there are no singular indicators for this issue, and that these indicators musc be carefully used by the staff.
The Commission will monitor use of these indicators through the Senior Management Meeting improvement process.
